if you didnt know yet, fire is not created by the thunderbolt. As zapdos gets struck by lightning, it should absorb it. The fire is only created if it would absorb. And because zapdos is unearthend, it cant get struck since there are no minus atoms. If zapdos would have a string thoughing earth, it would be possible to get struck.
